The Volunteer State Seal of Biliteracy seeks to provide every Tennessee student with the opportunity and means to receive a Seal of Biliteracy award upon graduation in recognition of demonstrated proficiency in two or more languages and to promote the 21st Century Workforce Skill of biliteracy throughout the state.  Through our core services, we work to close the gaps in testing, awareness, and funding to allow all Tennessee students equitable access to the award program, while also encouraging the growth of heritage- and world-language programs from Pre-K through Postsecondary.

Training & Support

We provide free and engaging onboarding and ongoing trainings for all participating school and district sites, as well as targeted supports to ensure that educators feel capable and excited in bringing the award program to their students and communities.  Additionally, we provide all needed program and award materials, including medals and diploma seals. 


Equity & Advocacy

We strive to close gaps in knowledge, funding, and equity so that all Tennessee students have the opportunity to engage fully in the Seal of Biliteracy award program and receive recognition and support in building and maintaining multilingual skill sets, as well as building opportunities for multilingual graduates to use these skills to foster their college and career goals.

Scholarship Award Program

Through generous community giving, we are able to facilitate an annual Scholarship Award Program that is open to graduating seniors each year.  This competitive scholarship award program is judged by a panel of state-wide community, business, and education leaders each year.


Community Partnerships

We partner with community organizations, businesses, and individuals across Tennessee to provide targeted learning and support for the award program at the local and regional level, with a focus on increaasing college and career readiness for all of our state's students.
